I have found dutch processed cocoa on line at chocosphere.com.  I looked for it because Cooks Illustrated recommended it.   Product name - Extra Brute, poudre de cacao,  Brand name - Cacao Barry,  Quantity - 2.2 pounds or 1 kg, Price - 14.50 per package. Cacao Barry is the French division of the Callebaut company.
This product has a very high fat content.  It does not mix well in cold milk.  Five minutes on the stove and every single little bump melted into the milk.  Tastes fabulous. Very smooth, not bitter, not chalky or gritty.  Dark reddish color, like mahagany.  The taste still swirled around my tongue after swallowing.
